Small and midsize businesses may soon access ChatGPT ads in Europe. OpenAI is building a dedicated SMB ad unit and testing new formats. The rollout could reshape how companies reach buyers at key decision moments.

OpenAI is preparing to expand its advertising business by focusing on small and midsize businesses (SMBs), signaling a shift that could impact how publishers, marketers, and content creators approach digital monetization and audience targeting. Recent job postings analyzed by Digiday suggest OpenAI is building a dedicated SMB ad organization, modeled after the structures used by Google and Meta, to sell ChatGPT ad inventory to a broader range of advertisers.

According to Digiday, OpenAI has listed six new roles, including data scientists, growth leads, marketing managers, and specialists in sales and analytics, many requiring experience at major tech platforms like Google, Meta, TikTok, Amazon, or Reddit. Rather than assembling a large in-house sales force, OpenAI appears set to manage SMB ad sales through external partners, a strategy long used by Google and Meta to scale their ad businesses efficiently.

Industry analysts, such as Nate Elliott from eMarketer, note that SMBs represent a significant share of ad revenue for major platforms. For OpenAI, capturing this segment is essential for scaling its ad business and competing with established players. The company’s approach could make ChatGPT a platform where businesses not only gain visibility but also engage users at the moment of purchase intent.

ChatGPT as an Advertising Channel

OpenAI began testing ads in ChatGPT in February and has since introduced a self-service ad manager, CPC bidding, and enhanced measurement tools. The platform is moving toward agent-driven interactions instead of traditional landing pages and is developing a new metric: Cost per Conversation. Unlike search engines, ChatGPT’s conversational context allows for more nuanced targeting, positioning ads for users comparing products or making decisions. OpenAI states that ads are displayed separately from model responses, and advertisers cannot access conversations or influence ChatGPT’s answers.

For SMBs, this could lower barriers to entry, as AI-generated text, images, targeting, and campaign variants reduce the need for manual setup. Amazon Ads research indicates many UK SMBs now use AI to make advertising more affordable and efficient. However, OpenAI’s ad platform is still early-stage, with reach, targeting, measurement, and campaign controls not yet matching mature platforms. User acceptance remains uncertain, as ads in a conversational AI may be perceived differently than in social feeds or search results. OpenAI faces the challenge of balancing monetization with user trust, especially as it commercializes ChatGPT for a wider audience.

European Rollout and German Market

While ChatGPT ads are not yet available in Germany, signs point to a rollout before the holiday shopping season. Digiday reported on July 9, 2026, that OpenAI is preparing to launch ChatGPT ads in Germany, France, and Ireland, moving beyond earlier plans that focused on the UK, Mexico, Brazil, Japan, and South Korea. In June, OpenAI began serving ads in the UK and clarified that personalized ads in the EU will require explicit user consent, in line with GDPR requirements.

Digiday also noted that around 2,000 advertisers are already participating in OpenAI’s ad program via Criteo. Although no official launch date for Germany has been announced, some local industry reports predict a September debut, though this remains unconfirmed. Technical updates to OpenAI’s conversion pixel, detected in May, further suggest preparations for EU-compliant consent management.

As OpenAI moves to commercialize ChatGPT in Europe, German publishers and marketers are watching closely. The timing is notable, as the holiday season could see ChatGPT play a major role as a shopping advisor.
